Strides have been made in protecting and supporting victims of crime, especially in Indian country. A combination of federal assistance and tribal life ways has developed a network of services and providers to assist victims of crime. The Tribal Victim Assistance staff, FBI Victim Specialist staff, and U.S. Attorney's Victim-Witness Specialists join local tribal-federal coordination efforts to provide services to victims of violent crime.
The National Crime Victimization Survey information complements tribal efforts to understand victimizations in their own community. Three tribal victimization surveys were conducted to measure unreported crime, though victimization data and reported crime to law enforcement. This will provide a better statistical picture to view community violence. Input from the community and service providers helped to develop and implement appropriate strategies to prevent and manage violence.
Equally important, Indian tribes and tribal communities are developing tribal-specific victim services or engaging in systemic change to administer justice and deliver services in a more appropriate way. The Safety for Indian Women from Sexual Assault Offenders Demonstration Initiative is the latest effort by the Office on Violence Against Women (OVW) to enhance the response of tribal and federal agencies to the high rates of sexual assault committed against Indian women. The Federal Tribal Working Group on Sexual Assault, which was established by OVW and includes representatives from the Attorney General's Native American Issues Subcommittee, Federal Bureau of Investigation (FBI), Bureau of Indian Affairs (BIA), Indian Health Services (IHS), and several U.S. Attorneys' Offices, has assisted OVW with the development and implementation of this initiative. Other Department-sponsored initiatives are featured at the National Indian Nations Conference sponsored by the Office for Victims of Crime, U.S. Department of Justice.
